Responsible for end-to-end recruitment process for hiring ADMs and equivalent executive leaders. Established relationships with DMs to scope future leadership requirements. Brokered services and strategized with recruitment firms to attract and recruit executives to the BC Public Service.

Staffed and created a branch to support organizational effectiveness for the newly formed HR organization. Led a team of 10 in the development of: the first ever Corporate HR Plan for BC, a nationally recognized performance measurement framework, and a strategic business plan. Conducted business process analysis, designed and recommended systems and organizational structures which resulted in improved customer service and efficiencies. Member of a national committee which designed a set of common tools for measuring employee engagement across the Canadian public service. Chaired the Adopting Best Practices in Performance Measurement Canadian Conference.

Project Consultant

Public Service Renewal Project, Province of BC

Designed and implemented an automated system to match competencies and role profiles for 400 positions to support the staffing of a new centralized human resource organization. Designed and facilitated workshops focused on supporting employees across the province to embrace significant government changes including a shift in HR practices, a focus on leadership development and redefining financial and program management.

Director, Property Transfer Tax & Collections

Ministry of Provincial Revenue, Province of BC
Led 40 employees in the delivery of an effective tax assessment and audit program, taxpayer help-line and the collection of taxes under seven statutes, province wide. Developed and implemented tax policy. Re-designed, recovered and implemented an audit program which resulted in a substantial increase in revenue. Coached staff through tremendous divisional structure, leadership and government changes. Directed the development of a ministry-wide management information system which resulted in sophisticated performance measurement, monitoring and reporting.

Vancouver Island Audit Manger

Ministry of Provincial Revenue, Province of BC
Led 18 staff across Vancouver Island in the audit and assessment of several million dollars of unpaid taxes under 5 statutes. Clarified contentious, complex tax assessments and negotiated out-of-court settlements on behalf of the province. Developed and implemented job descriptions and performance evaluations and set accountability and measurement standards, which resulted in increased staff effectiveness and motivation. Designed and implemented various staff training programs.
