Designed and implemented an automated system to match competencies and role profiles for 400 positions to support the staffing of a new centralized human resource organization. Led 40 employees in the delivery of an effective tax assessment and audit program, taxpayer help-line and the collection of taxes under seven statutes, province wide. Developed and implemented tax policy. Re-designed, recovered and implemented an audit program which resulted in a substantial increase in revenue. Coached staff through tremendous divisional structure, leadership and government changes. Directed the development of a ministry-wide management information system which resulted in sophisticated performance measurement, monitoring and reporting.
Vancouver Island Audit Manger

Led 18 staff across Vancouver Island in the audit and assessment of several million dollars of unpaid taxes under 5 statutes. Clarified contentious, complex tax assessments and negotiated out-of-court settlements on behalf of the province.
